Some sorts of services, such as Foreign Exchange Contracts, Non-cash Payment Service, are categorized as Financial Products in Australia. Companies providing services for financial products are required to show their Australian Financial Services Licences (AFSLs), or evidences of being Authorised Representatives of other AFS licencees, while dealing with customers.

You should not deal with foreign exchange service providers if they cannot demonstrate in writing they are regulated under the legal frameworks above.
